Scott grew up in Toronto, Canada, he was an aspiring swimmer and held the record for the best distance in freestyle. Scott's dream was to represent Canada in the Canadian Olympic Swimming Team, unfortunately an injury put that on hold forever. Scott attended Earl Haig High School and then to the University of Toronto from 1994-1996. From a dare by his then girlfriend, he appeared on the show "Speakers Corner" leading Scott to puursue acting full time. He auditioned for the role of Robin in the 1995 film "Batman Forever" but the lost the role to Chris O'Donnell. However Scott was discovered by an agent at the audition and was signed on immediately.

In 199, Scott completed an independent film called "Kitchen Party" and went on to audition for the WB's "Felicity". Originally creators J.J Abrams and Matt Reeves had cast Scott Foley to play "Ben Covington" however Foley was asked to play "Noel Crane" later and were in search of a new actor to play the previous role. However the creators were mesmerised by Scott's performance in his audition, they cast him as Felicity's high school crush. Since then Scott has completed "Duets" with Gwyneth Paltrow, "The Wheelman" and "The Plague Season".
